1.  Meeting called to order by Chairman Fisher 
 
2. Members Present: Robert “Bud” Fischer, Pat McCallister, Lola McElwee, Mike Titus, Charles “Chuck” White, Jackie Wilen (by conference call), and Richard Wise. Ad hoc member present: Kit Morice 
 
3. Minutes of 7-15-05 meeting approved 
 
4. Old Business 
 
  a.  Ad Hoc members 
       Fischer reported that Nora Pat Small and Kit Morice were approved by the mayor and the City Council as ad hoc members with all privileges, except voting. 
 
  b. Historic Districts 
      The commission examined the existing paperwork on the two historic districts in Charleston recognized by the county to use as the basis for the first historic districts under the city’s ordinance. Charleston. Those districts are Sixth and Seventh streets and Jackson and Monroe avenues. Fischer noted the importance of trying to create a “flow-through system” by basing Charleston’s forms on the county and state forms. Starting the paperwork for the districts will be delayed, however, until a couple of other issues are addressed, Fischer reported, turning the meeting to new business 
 
xxxx 5. New Business 
 
xxxx   a.  Discussion of Charleston becoming a Certified Local Government

       Fischer reported that the city would have to apply to become a Certified Local Government through the state’s preservation agency in order to qualify for benefits, such as freezing property tax levels when a historic property is improved. Fischer will meet with the mayor to see if the city will go through the process to become connected to the state. There is no cost to the city attached to this process. 
 
xxxx   b.  Discussion about possible community educational event

Fischer reported that the state officials said it is important to educate the public so they will understand the benefits of historic preservation and will not fear that this ordinance is going to be restrictive to them. Morice reported that the county preservation board is going to try to get a series of news articles published. Other ideas discussed were: a mailing to residents in potential districts, writing a letter to the editor, scheduling a mini conference, having a car in the EIU Homecoming parade, and placing fliers at area hardware stores. 
 The commission decided to start by putting together a flier to deliver door-to-door to people in proposed districts. Morice and McElwee will begin working on a flier that highlights to benefits of historic preservation. The flier will be followed up with a public forum when a district is proposed. 
 As part of this discussion, commission members asked whether the commission has a budget set for these kinds of things and what procedures must be followed to make a purchase or have something printed. 
Wise reported that Sheryl Snider is going to order two preservation magazines with the subscriptions will begin in January. Morice mentioned that the state has some preservation videos available that would be good to have at the library as a resource for homeowners. 
 
xxxx   c.  Development of appropriate applications 
Fischer discussed putting these up on the historic preservation commission’s Web site, along with instructions, the informational flier, some frequently asked questions, a mission statement, and links to resources. The commission will proceed with these forms with the understanding that they made need some adaptations as the process is worked through the first few times. 
 
xxxx   d.  Other Items 
Fischer reported that Doug McDermand of the Coles County Regional Planning Commission would like to attend the next meeting. The meeting is scheduled for 7:30 a.m. Monday, Sept. 19, 2005, at City Hall, by conference call. 
 
xxxx 6.  Wise moved to adjourn, Titus seconded, all approved.
