| 1. | Roll call was conducted by members introducing themselves
since this is the first official meeting of the commission.

|
City Clerk Deborah Muller brought up a suggestion by Commissioner
Wilen that commission members subscribe to The Commissioner, a periodical
about historic preservation. Group discussion followed about whether to
subscribe as a group and share the publication or whether each member should
subscribe individually. No action taken.

| 3. | New Business
|

| A. Officers selected.
By consensus, Bud Fischer is elected chairman, Jackie Wilen is
elected vice chairman, and Lola McElwee is elected secretary.
Discussion followed about term limits for officers in the city’s historic preservation ordinance.
Discussion also followed on meeting requirements of the Illinois Open MeetingsAct for notification of scheduled meetings. The public must be notified
at least 48 hoursin advance of a scheduled meeting. Secretary will notify the city
clerk when a meeting is scheduled, and the city clerk will notify the newspaper to publish
legal notice.

| B. Discussion Topics
1. The commission discussed starting establishing districts with districts thatare already listed on the Coles County register of historic districts: Sixth and Seventh Streets, and Jackson and Monroe Avenues. Chairman Fischer will get copies of the county paperwork as a place to start.
Vice Chairman Wilen noted that the state has also said the square would
be a good area to nominate as a historic district.

| xxxx | 2. One of
the first duties the commission must complete is to come up with application
forms for various sections of the ordinance. As part of the city ordinance,
forms are required for applicants for:
• nominations for landmark designations • nominations for historic district designations • certificate of appropriateness • economic hardship. Forms will have to be kept at City Hall for members of the public to have easy access. The commission also discussed the possibility of making forms available on-line. Chairman Fischer will collect copies of examples and provide them to members before the next meeting so work can proceed.

Chairman Fischer moved and Commissioner McCallister seconded that
the commission recommend to the mayor that he appoint as ad hoc members Nora Pat Small and Kit Morice, who were driving forces behind getting the historic preservation ordinance passed. Fischer moved, Commissioner McCallister seconded. All voted in favor. |

The commission discussed setting up a historic preservation web page
linked to the city’s web page. Commissioner Wise said he will resurrect the unofficial web site he set up while the ordinance was being planned for commission members to use as a resource. |

Members agreed to read through the historic preservation ordinance and
keep track, as we work our way through the first year of the commission’s existence, of any changes needed for eventual discussion with the city attorney and presentation to the council. |

The next meeting of the Historic Preservation Commission will be at 8
a.m. Tuesday, August 16, 2005, in the northwest conference room of City Hall, again by conference call.
