 Minutes of 12-5-05

1.  Meeting called to order at 7:30 AM by Chairman Fisher 
 
2. Members Present:  Robert “Bud” Fischer, Lola McElwee, Mike Titus, Jackie Wilen, and Richard Wise. Ad hoc members present: Kit Morice and Nora Pat Small. Members absent: Pat McCallister and Charles “Chuck” White 
 
3. Minutes of 10-19-05 meeting approved 
 
4. Old Business 
 
  a.  Historic Districts: 
       Nothing new on historic districts, just a reminder that this Commission’s ultimate goal at the end of its first year is to have Sixth and Seventh streets and Jackson and Monroe avenues ready to go as historic districts. 
 
  b. Certified Local Government 
      Fischer reported that Commission member Chuck White has decided to step down. The mayor is looking for a replacement. The application for Charleston to become a certified local government is on hold until  White is replaced because the application requires a full complement of Commission members. Otherwise, the application is ready to go pending that. 
 
  c. Community Events: 
      The wording of the flier is now OK, but the logo must be tweaked.  A subcommittee will be formed to discuss plans for a community education event. 
 
  d. Website Update: 
       Fischer reported that he is aiming for a Feb. 1, 2006, launch date for the Commission’s Web site. 
 
  f. Charleston’s 175th birthday celebration: 
     The subcommittee charged with coming up with a community event will also work on what role the Commission can play in the Sesquicentennial celebration. No dates for the Sesquicentennial have been set yet. 

 

xxxx 5. New Business 
 
xxxx   a.  Application Timelines

       Fischer reported that he met with City Planner Jeff Finley, and Finley said the 
timelines as written in the ordinance are OK. The timelines were shortened when the ordinance was written so they would coincide with city guidelines for other boards, such as the Board of Zoning Appeals and Planning. 
 
xxxx   b.  Budget: 
       A subcommittee will be formed to come up with a budget proposal. The budget must be prepared by mid-February so it is ready to be presented to the City Council in March  for approval in April. 
 
xxxx   c.  Other Items: 
       Morice noted that a Tax Increment Financing District funding hearing is scheduled for 12-10-05. Because “just about the whole TIF district is potentially a historic district,” Morice would like someone from the Commission to attend to be sure that the historic preservation point of view is represented 

       Fischer reported that he met with the mayor to discuss what city services can be provided so the Historic Preservation Commission is treated equally with the city’s other boards and commissions. 

       Two subcommittees were formed to meet before the next full Commission meeting. One committee, composed of Fischer, Titus, Wise and Small will be in charge of the budget, the Certified Local Government application and finishing the Web site. The other committee, composed of McElwee, Wilen and Morice, will discuss community education, TIF and handouts. Fischer noted he would like to see the Web site, the budget, the Certified Local Government application and the educational materials to be ready by Feb. 1 so the Commission “can go back to districts as the number 1 priority.”  

       Commission members are to e-mail Fischer their spring schedules so he can try to come up with a suggested time for regularly scheduled meetings. The time of the next meeting will be decided later.
