| a. Update on appointment of new member.
Chairman Fischer reported that no new member has been appointed to replace Charles “Chuck” White because the mayor is looking for a contractor to replace him. The consensus of the Commission members is that Fischer should forward names of suggested replacements to the mayor, even if they are not contractors, for appointment because the Commission needs a full membership to apply for Certified Local Government status. | b. Certified Local Government
The subcommittee that was assigned this is working on writing a couple of sections of the application, including the development of a protocol to survey a district. Small’s historic administration graduate students are working on the design of future surveys as a class project. Other than that, the Commission must wait until its vacant membership is filled before the application can be filed. Fischer reported that if the application is complete by later this spring, the Commission will be able to apply for grants beginning in the fall. |

| c. Community Events:
McElwee reported that the logo, designed by Eastern Illinois University student Emily Davis, is finished, so the flier can be ready to go at any time we need it. Kit Morice has reserved the CityArt display space in City Hall for the months of April and May to display architectural panels of photos of historic buildings that show the different architectural styles in Charleston. If possible, this display will be linked to a community event that would combine an educational aspect, such as a lecture on the economic benefits of historic preservation, with an entertainment aspect, such as a slide show of historic homes in town. Even if this is not possible, a press release will be sent to the newspaper to bring publicity to the work the Commission is trying to do. Additionally, the subcommittee has identified at least six possible walking tours that could be pulled together quickly. Brochures describing these self-guided walks would be placed in City Hall, the Charleston Carnegie Public Library, and the Chamber of Commerce. They would also be available as downloadable .pdfs through the Commission’s Web site. Possible tours include: Sixth and Seventh streets, Jackson and Monroe avenues, the Courthouse Square, the Hodges’ Pond neighborhood, 10th and 11th streets, and Eastern Illinois University. Wilen and Morice are working on these brochures with the Sixth and Seventh streets tour taken from the Coles County Historical Society’s Web site. As part of the subcommittee’s report, McElwee asked that City Attorney
Brian Bower and City Planner Jeff Finley be invited to a meeting to answer
the Commission’s question. By consensus, the invitation was expanded to
include City Manager Scott Smith and Mayor John Inyart. Fischer will invite
them to the February meeting

| d. Website Update:
Members offered input on the Web site and discussed the possibility of having an e-mail address assigned to the Commission through the city’s server as a central contact. The chairman’s phone number will be included on the Web site as contact person. |

| e. Charleston’s 175th birthday celebration:
McElwee reported that the subcommittee that dealt with the 175th anniversary decided to put plans for it on hold until the dates for the observation have been set. At this point, the subcommittee sees the self-guided walking tours as the Commission’s contribution to this event.. |

| f. Proposed budget.
Fischer passed out copies of a proposed budget. Commission members are to review it and send Fischer their comments so he can forward the budget proposal to city staff. It includes: $750 for mailings, $1,000 for newspaper advertisements and announcements, $500 for educational events, $500 for subscriptions, and $1,000 for members to attend local, state or national conferences on historic preservation. |

The Commission approved a meeting schedule for 2006: Jan. 20, Feb. 24, March 24, April 21, May 19, June 16, July 21, Aug. 18, Sept. 15, Oct. 20, Nov. 17, and Dec. 15. Meetings will take place at 8 a.m. in the council chamber in City Hall |

| xxxx | b. First nomination.
The Commission discussed the possibility of making a nomination of a single house to be the “guinea pig” for the nomination process once the Web site is finished, application forms are on file at City Hall, and Commissioners’ questions about the legal process have been answered. No house was settled on, although a couple were discussed. |
